That's not how it works.
In your BIOS, you will find fan controls that tie fan speed to the temp of the CPU. As the CPU heats up, the fan speed goes up. When the temp drops, the fan speed drops.

Well just because the PC is old it's fan speed doesn't get slower there are factors that damage CPU fan speed. but
if you don't want to go into BIOS then download fan speed controlling software that will maintain better airflow in your PC.

To dissipate heat to the CPU, it is helpful to install a small electric fan next to the computer host.
