Hi tuna. I think Nvidia cards report they are not getting enough power when the "extra" power conector isn't plugged in. It's nothing to do with your PSU. Both your cards have a connector on the end of them that needs to have a power cable from the PSU plugged into it. Its the same type of plug that powers a hard drive.
The plug is the white (some are black) thing on the top right of the card.
I doubt your system pulls more than 200w never mind 400w the PSU (which is a high quality brand) can handle.

Go here put in your data or at least has close to your data as you can get and see how much power you will need. The fact you have 6 hard drives and 9 fans listed I am guessing your poor PSU is crying for help.

oh come on SebRad! of course I know that "extra" power connector, that power problem didn't came at first, after install the video card and working for a few days, then the problem jumps out, I got a fx5200 card and works ok, I got 3 7n400 pro2 & a epox mobo, so I am sure it's not the mobo's problem, that's why I conclude it could be a power thing.

Do you get the problem at startup?
My guess is that the huge power draw when starting your harddrives could give you some problem if they all spin up at once. This could cause your 12V line to sag a bit. If this is the problem you should be able to start your computer by flicking the power switch twice. The first start is the get the drives to start spinning a little, and the second to really start things without having the drives taking that much startup power.
Another thing that can be critical is to draw individual power lines from the PSU to each graphics card. If the card uses a lot of power they will have a problem to pull it through the power cable. That is why most new cards state that they need a dedicated power line.
Please be as specific as possible with how/when the problem occur so we have a better chance to give good advice.

About your fans. I assume when you wrote 8" you really meant 8cm ( " is a notation for inch ). Are you really sure you need all those fans ? Even with all those hdds I'd think 4 or 5 fans should be enough. The flow restrictions imposed by your average case mean that there is a point of diminishing return for fans. Also smart placement usually beats numbers.
Or maybe start with reset depressed? One solution would be to disconnect one or more drives and see if it helps or not.
Oh, and one more thing: Are You using all of the wire sets from the PSU, or using only one with a half a dozen splitters?

The multiple "lines" from a PS - are they actually different circuits or merely parallel connections? I assumed they actually all tie to the same point in the PS. The multiple lines are provided to avoid too much current in any one set of WIREs (which might occur if you used lots of splitters).
