Problem with external hdd enclosure

I got an external HDD enclosure for my western digital IDE 160gigs

When i turn the enclosure on in the back, it seems that the hdd wants to turn on but it cant. It goes on and off, on and off and there is a small red light flikering. Its only after a couple of minutes that for some reason it starts to work

I had an external enclosure that behaved like that (but the disk never got working). The problem turned out to be a weak power supply, which the company replaced for me.
