How do I undervolt a Fan?

Wondering, how does one undervolt a fan?
I'm looking into purchaseing this model:
AUS$49.50 Scythe Samurai Z
and was wondering how I can undervolt it, as its cousin Scythe Katana which I am assuming will be the same fan, is mega quite when undervolted.
EDIT: I think the only way is to buy a fan controller, is this correct?

When undervolting a CPU heatsink fan it might be preferable to use a fan controller, but there are other ways. This solution is the most widely used I suppose.

You will need to use a fan controller, or get an inline resistor-based voltage reducer.
