I've been reading about the Athlon 64 3200+, and its ability to lower its clock speeds when it is not being extensively used.
I've also been reading about the Zalman CNPS7000Cu, and its variable fan speeds.
Is it possible to have the fan shut of entirely at low speeds, or would this cause the temperature to raise too high?

It's almost impossible to have the fan shut down completely, the temps would just rocket too much with normal HS. Speedfan maybe able to control your fans speeds, depending on your mobo compatiblity.
