I just replaced the stock AMD cooler on a friend's machine with an SLK-800 and a Panaflo M. When I boot up, the BIOS halts it because there is a fatal error because no fan is installed. Obviously, there is. I can see it spinning. What gives? Is this because of speed monitoring? Can I defeat this somehow?

You probably just need to disable the fan monitor in the BIOS. You might have to spend a bit of time digging for the option though. The BIOS thinks there is no fan 'cos it isn't getting a signal from the L1A.
