Any room to maneuver?

I am currently running a core 2 duo e6400 @3.04GHz.
It's being cooled by a Scythe Ninja without a fan. Case is a P180 and there is a nexus 120mm fan at 12v right behind the Ninja. Load temps are currently 49C (in Speedfan) / 59C (in CoreTemp). What I want to know is, can I 7v my two nexus case fans without damaging the processor? I'm trying to get the lowest noise levels possible without causing any damage.

Take out the back case fan and mount it on the Ninja, then undervolt it and the top case fan. Done.

Ok i guess ill just put a fan on the ninja and then 7volt all 3 fans. Should be quieter than 2 fans at 12v?

Just try it. 7V the two case fans and then run 2x Prime 95 or whatever CPU stressor software you like. See if the CPU temp goes high enough to throttle (I'm not sure how to check if it's throttling, CPUID might tell you you though). If it doesn't, then you're done. If it does, then buy the third fan. You won't break anything doing this.
