fan with biggest operating voltage range?

sometimes i run my cpu at 2.0ghz and 1.5v in which case my panaflo L1A operating between 5v and 12v is enough. othertimes, i crank up my cpu to 2.5ghz in which case my y.s. tech 70mm tmd fan with 40cfm is necessary to keep it cool under load. i'm wondering if any fan exists that can operate at the same level as a 5v panaflo L1A (~10cfm and ~800rpm maybe?) but also at the same level as a 12v panaflo H1A. (~40cfm and ~3000rpm) if i'm not already being too greedy, a little head room (~45-50cfm and ~3500rpm) would be nice...

the thermaltake smart fan 2 appears to have a pretty wide operating range... 20cfm at 1300rpm all the way to 75cfm at 4800rpm. i'm pretty sure this would be louder in it's stock form than my panaflo L1A. but how would it work with no sensor and hooked up to the fan only connector on my antec psu?

The thermaltake 2 is pretty scary sounding...even at the lowest setting it doesn't seem to be "smooth"

a couple of thoughts... would the thermaltake be about the same noise level as a panaflo L1A with the same airflow? perhaps somebody actually has both and could give me some personal experiences? also, 75cfm at the top end is way more than i would need. perhaps i could put a resistor inline with the power connector to lower the operating range?

No it's not.

Thermaltake publishes some pretty dubious specs for their hardware.

Is there a fan that ramps up from 15cfm to 35-40cfm? That would be alot more useful than one that goes up to 75cfm, which is just overkill.

19-40cfm can be covered by the PAPST (temp) 80mm variofans.

Your problem is where to stick the thermistor for it to
achieve the cfm range over its 15-35oC/20-40oC range.

Thus a H1A Panaflo with controller is more suitable, but
I doubt it will match the L1A on the lowest voltage setting.

i got a tt fan, first un made a lot of diff noises at reduced voltage
quality = dire
