my current situation is an 1800+ at 2.50ghz and 1.85v. i have an slk-800a and thermaltake smart case fan II that revs all the way up to 5500 rpm to keep the temps around 55c under full load. i'm pretty sure i have very good cpu cooling, but i'm thinking that i'm just dealing with way too much heat to deal with quietly. short of water cooling (which i've already done and decided i wanted to stay away from) do i have any options for a quieter computer?

AMD, overclocking and silence don't go well together. =/
I had big problems with my temps before I upgraded from an Athlon 1GHz to a 2500+ with barton core. It has 0.13µm instead of 0.18 which makes it a bit cooler.

my barton runs rather hot even at stock with my sk-7 and my panaflo m1a. i get around 50-51 C full load as long as i stay at stock voltage those numbers don't buldge. soe try overclocking at stock.
