Bought four new NMB fans... wow I am dissapointed.
Whine like hell, JUST like the fans I had before! (bought 4, wasted $30...)
Whenever I try to lower the voltage to them with my Thermaltake XTunner, they immidiately die. Is there any way around this?
Right now I just have my exhaust fan hooked up to the mobo TRYING to slow it down a tad with ASUS Q-Fan, but the RPM is exactly the same as it was before I set Q-Fan up... doesn't seem to be working.
Help!

That's a 3110KL-04W-B66 (0.34A @ 12V). Definitely not one of their low speed fans. From http://www.nmbtech.com it shows that your fan is a temperature detecting variable speed fan.
The one you should look for is 3110KL-04W-B10 (0.10A @ 12V). 3110KL-04W-B19 (if I remember correctly) is the version with tach output.
bestbyte.net used to carry some for a very low price. Same for SVC. Unfortunately both of them don't seem to have it anymore. I bought mine a year ago on eBay - some guy sold me 5 for $10 or so.
They're not quite as good as the Panaflos I have (bought more than a year ago from various sources) but they're fairly decent.

Is your fan powered off 3 pin motherboard header or 4 pin PSU molex?
If 3 pin motherboard header, the easiest way is to either run Speedfan (if supported by your motherboard) or get a Zalman fanmate.
If 4 pin molex, you can wire it for 5V or 7V. Search the forums for "7V mod". There's some concern it might damage the PSU. There has been no concrete evidence either for or against that concern.
There are cables available to convert from 3 pin to 4 pin and other way around. Check www.svc.com for different types.
