Welcome to SPCR.....

If your fan controller uses PWM (pulse width modulation) many fans start spinning at low voltage. The 120mm Yate loons that came with my Black Knight cases, would start easily at 2.8V (using PWM).

As for starting with an analog 3V......you'll have to try for yourself.

I have some 120x38 fans that start at 4V without any problem, and they're "heavy" fans.

If yours doesn't even start at 3V, make a kick start circuit.
Once the fan is spinning, it doesn't need that voltage, the "high" voltage is needed to get the fan to spin.
