Zalman ZM-MFC1 Plus

Just saw this new product and dont think it has been mentioned here yet:

Does anybody know if it uses pwm or actaully adjusts the voltage?

Also, does it allow you to completely turn off the fan (ie min setting is is 0V), like the sunbeam rheobus?

Looks as though it does not use pwm, it actually adjusts the voltage supply to the fan. Also, the output voltage range is from 5V to 11V.
