I am back again in the market and the new AMD Manchester X2-3800 seems like a good option.
Was wondering how quietly it can be cooled and what's the potential? Would a good Thermalright heatsink and Panaflow L1A would do?

Works for me - XP90 + 92mm L1A here, very happy with that combo. Make sure you enable powernow so the CPU will run at 1.1v/1GHz when idle. It's very cool like that. Max temp for me is about 45c under full load with the CPU fan and 2 80mm rear fans at 7v, which is quiet enough for me.
