There's no such thing. Cases themselves don't make any noise, it's the components that go in them that make the noise. Noise insulation is possible in a case but is wasted if you have quiet components in the first place.

Sorry but there really isn't a single answer to this, it's just not that simple.
For example a closed up muffled case might be great for a low power system keeping any noise in but for a high power system there could be too much heat so all the fans have to spin at high speed to get any cooling and it ends up noisier than an open free flowing case. Even though the free flowing case might have been louder with the low power system!
Anyway I suppose the most helpful answer might be to look for passive cases, that is ones where the case has large fins on the outside to dissipate heat. larger ones of these will work on 'normal' boards and use heatpipe arrangements, there are also cases designed to fit thin ITX and Intel NUC boards.
Using any of these with only SSD storage, and possibly SD card for extra cheap bulk storage will result in a silent PC that you can get any quieter than (as long as coil whine doesn't show up!)

Welcome to SPCR
Seriously, what others posted is accurate and its good advise. Consider choosing your components carefully and you will end up with a quiet setup, but expecting a case to silence a setup that its noisy wont happen. Either way, cases like Fractal Design Define R5 is a good overall case to start with a none sli setup, but you can practically use any case you want.

However I want to add that there certainly are badly designed cases out there. For example, it makes sense to put the PS so that the air is pushing away from the case. Or, more generally in air-cooled cases, design the case so that air has a sensible path from fresh air to heat-generating components and from there outside. But really, there is so much variance that there is no general solution. Not to mention liquid-cooling, of which I have no experience, but believe will still fit in some situations...
Bottom line: 1) Think about the hardware needs for your use case. 2) Choose components fitting your use case (here you can make compromises in terms of price/noise/performance if needed). 3) Choose a case (and cooling solution) that can house and cool the components silently.

It should have taken little to no intelligence to grasp that what the OP was actually asking is what case out there has the best sound reduction properties. Duh.
Instead of attempting to answer, 5 people got on their high horse and effectively said it was a stupid question. But it's not a stupid question. Some cases reduce noise better than other. Duh.
The point about quiet components is, of course, a good one. It would would have been good supplemental advice after answering the spudding question.

How well a case works depends on what components you put in it - your choice of GPU in particular, and CPU, and hard drive, etc. will change which case will work to make a quiet system.
The quietest system comes down to how much cooling air flow is needed - and how you use fans and the case to get that.
For the post about the Be Quiet case - there is nothing unique about that case that makes it any different that several other cases. In fact it lacks features that can be helpful - a "tunnel shroud" to isolate the PSU and hard drive, and the front air intake grill looks to be higher restriction than some other cases.
The quietest system - by definition - has NO MOVING PARTS. So, any discussion of the quietest possible case MUST define what components are being used, and for what purposes it will be used.
The quietest system comes down to how much cooling air flow is needed - and how you use fans and the case to get that.

The ones that are set up the best for cool ventilation and also just having good spots for your fans and whatnot so they aren't overbearingly loud are Corsair cases imo.

They have been out of production for awhile, so they are hard to find but there are usually a couple on ebay every year.
